CERTIFICATE OF CONFORMITY TO TECHNICAL REGULATIONS

Technical regulation is a document (legal act) which establishes mandatory rules for implementation and enforcement of requirements to the objects of technical regulation (products, including buildings, structures and facilities, production processes, operation, storage, transportation, sale and recycling).
Technical regulations are intended to take over the classical standard better known as Russian GOST standards, which are outdated and should assist the process of harmonization of Russian legislation with the various international standards.
The conformity assessment of products with the requirements of technical regulations is being performed by independent third parties by examining the technical documentation of products and testing of samples. Means for third-party laboratories and certification bodies accredited institutions and organs of state supervision and control, authorized to issue official documents attesting to compliance with the requirements for each type of product. For official documents shall mean certificates of conformity with technical regulations (hereinafter TR certificate) and declarations of conformity.


Technical regulations currently in force:

1) Special technical regulation on requirements for emissions of harmful (polluting) substances by vehicles in circulation on the territory of the Russian Federation, entered into force on 12/04/2006;

2) Technical regulation on requirements for automotive and aviation gasoline, diesel and marine fuel, jet fuel and heating oil, entered into force on 05/09/2008;

3) Technical regulation on milk and milk products, entered into force on 17/12/2008;

4) Technical regulation on oil and fat products, entered into force on 28/12/2008;

5) Technical regulation on juice products from fruits and vegetables, entered into force on 28/04/2009;

6) Technical regulation on fire safety requirements, entered into force on 01/05/2009;

7) Technical regulation on tobacco products, entered into force on 26/12/2009;

8) Technical regulation on the security of buildings and structures, entered into force on 01/07/2010;

9) Technical regulation on the safety of wheeled vehicles, entered into force on 23/09/2010;

10) Technical regulation on safety of machinery and equipment, came into force on 25/09/2010;

11) Technical regulation on safety of lifts, entered into force on 14/10/2010;

12) Technical regulation on safety of pyrotechnic compositions and products containing them, entered into force;

13) Technical regulation on safety of low voltage equipment, entered into force on 31/12/2010 - SUSPENDED;

14) Technical regulation on approval of technical rules on security requirements for blood, its products, substituting the solutions and technical means used in transfusion-infusion therapy, entered into force on 31/12/2010;

15) Technical regulation on the safety of gas appliances, came into force on 01/01/2011.



Release times and costs

Issue of certificate: 2-5 days.
Cost of certification min/max: 300 - 1.500 euro
(The cost of issuance of the certificate varies depending on product type and duration of the certificate).

Where and when
State or private certification bodies accredited by the Federal technical regulation and metrology for the issuance of certificates of conformity RT.
On the official website of the Federal Agency is available a register of accredited certification bodies with an indication of the area of accreditation. A certification body may issue certificates of conformity RT only in the technical regulations for which he was accredited.

Certificate renewal
The Russian law on certification does not allow for renewal of the certificate of RT. Therefore, the completion date will have to apply for a new release.
