CB Certificate for electrical and electronic devices

The IECEE is the body that sets global rules for the certification of electrotechnical products. Thanks to CB Certificate can be performed only once, and at a single institution, evidence of compliance with the IEC and then to see them recognized in all countries that have signed the agreement.

In practice, a manufacturer equipped with a CB Certificate can apply to use the brand of security of any foreign organization which has acceded to the CB certification for the product category and, after having fulfilled the administrative practices of the individual body, gets the granting of its mark in the country where the rule does not provide for deviations from the IEC.
Otherwise the foreign body has the right to repeat some tests, particularly those for which the national rules provide for deviations; foreign body is still committed to minimize the frequency of tests.

A single procedure for the major international markets

Thanks to the CB just a single procedure for testing and certifying the safety marks in many countries, avoiding the tests based on individual national standards.
The IECEE has decided to extend the CB Scheme and introduced certification scheme full CB-FCS (Full Certification Scheme). The CB-FCS scheme is an extension of the CB scheme applicable to each of the certification bodies participating in the agreement.
Also based on the mutual recognition of test reports and certificates issued by the respective institutions, in ensuring compliance with the requirements of the regulations, the CB-FCS has some differences compared to the traditional CB Scheme:

• entities are currently 15 members from 13 different countries: Canada, Finland, France, Germany, Japan, Italy, Netherlands, Norway, Sweden, Slovenia, Switzerland, Singapore and the United States;
• the products admitted to the scheme at present covers only those categories with IEC 65 and IEC 950, with the lowest number of deviations with the U.S. and CANADA.

The mutual recognition procedures have been simplified considerably, however, setting as its objective the need not to subject the product to the repetition of certain evidence and even less to resubmit to audit the management system.
But what really marks the difference, are the procedures of surveillance. Entrusted only to the first of which was required to issue the certification, the CB-FCS now but allows for individual certification bodies participating in the agreement to be able to carry out the monitoring of production in other countries.
A manufacturer wishing to export to other countries, will therefore be the only reference a single certification body.
To obtain a Certificate CB or CB-FCS in Italy must send his application to IMQ (accredited dall'IECEE) which, in tests completed successfully, already carried out in compliance with any national deviations, issues the certificate and the relevant test reports .

Acceptance of CB in Russia

CB certificates issued by a certification body dell'IECEE member may be recognized in Russia. However, there are a number of conditions must be met.
The CB certificate must not be older than one year, otherwise it is also the protocol of the inspection of production in the form CIG 023.
To be able to recognize the certificate and CB get their certificate of conformity GOST R is not enough CB certificate attesting to the safety of the product. We also need the records of the tests of electromagnetic compatibility (EMC), which may be issued by the certification body that issued the CB, or any other body member dell'IECEE. The protocols for electromagnetic compatibility (EMC), however, can not be recognized in Russia directly, but must agree to being formalized in an accredited laboratory on site. The only advantage is that you can avoid testing samples.
At the level of costs it must be said that the cost of a certificate CB is the cost of ten certificates GOST R. The procedure of equivalence is long and complicated. So, considering all the advantages deriving from the recognition of CB certificate at the international level for producers who do not have a wide range of items the most economical solution is still sending samples and certified on site by standard methods.
