The footwear in Russia today are regulated as follows: for adult footwear is required declaration of conformity GOST R, while for children's shoes mandatory GOST R certificate.

Both documents are used as part of mandatory certification. The only thing that distinguishes them is that the declaration of conformity GOST R, unlike the mandatory GOST R certificate, may be headed exclusively to a legal person or sole trader under Russian law, including local units of foreign companies with stable organization in Russia.
The introduction and increasingly widespread use of the declaration of conformity GOST R system in general and in the Technical Regulations, is nothing but an imitation of Russia and an attempt to assimilate its own regulatory system in the field of technical regulations to European one. In fact, in Europe for some of the products is the manufacturer to certify that the product conforms to the regulations by issuing the EC declaration of conformity, for others, such as medical devices, CE certificate is required. The same principle is the basis of the declaration and GOST R.

In addition to the certifications of compliance footwear is also the subject of health rules. In particular, footwear for men, women and children are listed in Chapter I of the single list of goods subject to health measures on the territory of the Customs Union (similar rules of ASL in Italy). This means that the competent authorities may require a document attesting the conformity of these products only to the legislation, which in this case is the opinion of sanitation.

In addition, for footwear without soles knitted for boys and girls (HS code 6115) is required health certificate of the customs union.
The certification of footwear are held pursuant to Chapter 4 of the rules of certification for products of light industry and textile industry, which also apply to the certification of footwear for adults and children in the system GOST R.

The mandatory certification can be done using one of these certification schemes: 1, 1а, 2, 2а, 3, 3а, 4, 4а, 5, 6, 7, 9, 9а, а 10.10. However, for children's shoes is not recommended the use of certification schemes: 9, 9а, 10 and 10а.

The conformity assessment of footwear consists of the following: verification of compliance with its description of the artifact (man vs. woman, seasonality, dress shoe, comfortable, etc..), Check the type of shoe, test material with which they were made the sole component / uppers, verification of the upper mounting system and its components, checking type of insole and lining, functional analysis.

The selection of samples for certification of shoes made according to GOST 9289-78 "shoes. Methods of sample selection. "The amount of samples should not be less than 3 pairs of shoes for every age group divided by gender.
The certificate of conformity in "Products" shows the name of the product as defined by the respective standard GOST.
The item "code ОК 005 (ОKP)" are given 6-digit code of the binder in products if the certificate is not accompanied by an attachment, while in the presence of the Annex show 4 digits followed by two zeros.
The item "CONFORM TO THE REQUIREMENTS OF STANDARDS" indicates the number of GOST standard or standards in respect of which the evaluation was carried out in accordance with the indication of the chapters of the standard. If you certify the footwear produced on site, in addition to the GOST standard reference also may be referred to as the specifications for that type of footwear (if any).
Below are the rules that establish minimum requirements for footwear and special rules on test methods.

Requirements to have the shoes in the mandatory certification are:

1) Adult
The men's and women's footwear, except footwear traditional (and eg. Tyrolean shoes or peoples of Siberia), and orthopedic footwear must comply with standards GOST R 5394-89, GOST 1135-88, GOST 19116-84, GOST 26166-84, GOST 26167-84. The fastening system of the heel (the evaluation is required only for women's shoes high heel or upper-middle), if the shoes are not molded sole, must conform to the standard GOST 9136-72, the fixturing of the components of sole should be made according to standard GOST 9134-78 and GOST 9292-82 standard.

2) Child
The children's footwear, except footwear from traditional orthopedic, must be in accordance with GOST 1135-88, GOST 26165-84, GOST 5394-89. Materials used and the shape of the shoe must comply with the requirements of the Russian Ministry of Health.
Children's shoes must pass the test of general bias and residual area of ​​the heel and toe (except leather footwear Bulgarian) provided by the GOST 9135-73. The flexibility of the shoe should be made according to standard GOST 9718-88, GOST 28735-90 to the mass. This requirement is provided for footwear of all ages and gender, with the exception of shoes and school shoes for boys and girls aged 3 to 14 years.
The fastening system and its components of the sole of the shoes and shoes for boys and girls from school, must conform to the standard GOST 9134-78 and GOST 9292-82. All footwear is an adult that a child must meet the following requirements: both pairs must be the same size (size), must have the same structure and texture, the fabric and the material must be of the same color, the shoe must be well formed and finished, and must not have any blemishes, wrinkles or creases.
For quality shoes are not allowed: peeling, cracking, cuts or punctures, sticky material, the same size with different size, shape of the shoe improperly, or parts fitted badly sewn, ironed or defective seams, heel set inappropriately, slab broken or stuck, gaps between the components of the sole, pies, instability of the coating of leather.
